Police were called to a short-term rental property in Belle Vista in Keilor East on January 24 after reports that a cleaner had come across a number of suspicious items, including explosives, weapons, $1 million in cash and a “large quantity” of drugs.
Investigators believe the items may be linked to organized crime.
The Bomb Response Unit was on site at the time and safely detonated a number of incendiary devices.
The property had been booked for several weeks in January and investigators identified a white Toyota Camry rental car that was driving back and forth from the address during the rental period.
CCTV footage shows a man filling up the Camry at a petrol station on Western Ring Road in Ardeer South on December 25.
The police want to speak to the man seen in the images and are calling on anyone who recognizes him to come forward.

The man in the CCTV footage is not the man who rented the car, police added.
Investigators say the man who rented the car has been spoken to, but he is “uncooperative.”
“I would urge anyone who recognizes this man or has information about the items at this property to do the right thing and come forward,” said Inspector Jamie Walker of the Major Drug Squad.
‘This was not an everyday seizure of drugs and cash – there were firebombs and a large quantity of firearms.
‘This is organized crime.
“We will track down those responsible and hold them accountable. It would be in your best interest to tell us what you know now.”
